Carbylamine or isocyanide test is given by only primary amines, whether they are aliphatic or aromatic.

I. II and III are aromatic but compound IV is an aliphatic amine. Further, compound 1 is tertiary amine, II and IV are primary amines, thus give positive carbylamine test, whereas compound III is a secondary amine.
