Solution:

$I=I_{0} \cos ^{2} \theta$
If $I=I_{0} \Rightarrow \cos ^{2} \theta=1$
or $\cos \theta=\pm 1 \Rightarrow \theta=0^{\circ}, 180^{\circ}$
Hence maximum intensity is observed twice.
