Solution:

The earth is not a solid sphere but is somewhat flattened at the poles and bulged at equator, its equitorial radius is $21\, km$ larger than its polar radius.
Since, $g=\frac{G M}{R^{2}}$
Hence, value of $g$ is least at equator and maximum at poles.
Also, $W = mg$, therefore a person will get more quantity of matter in $kg$-wt at equator.
