Average rate $x$ kg per rupee $=\frac{4}{\frac{1}{1}+\frac{1}{2}+\frac{1}{3}+\frac{1}{4}}$
$=\frac{4 \times 12}{12+6+4+3}=\frac{48}{25}=1.92\, kg$ per rupee
