Solution:

A person having $45$ chromosomes instead of $46$ due to lack of $Y$ chromosome are suffering from Turners syndrome. They are $XO$ individual, usually formed by an $X$ carrying sperm, fertilising an $O$ egg. Such indiviuals are undeveloped females. They may not menstruate.
