$F =-\frac{ d U }{ dr }=-\frac{ C }{ r ^{2}}$
$| F |=\frac{ mv ^{2}}{ r }$
$\frac{ C }{ r ^{2}}=\frac{ mv ^{2}}{ r }$
$v ^{2} \propto \frac{1}{ r }$
