Solution:

$\frac{1}{2} m v^{2}=\frac{1}{4 \pi \varepsilon_{0}} \frac{Q^{2}}{r_{\min }}$
or $r_{\min }=\frac{2 Q^{2}}{\left(4 \pi \varepsilon_{0}\right) m v^{2}}$
Clearly $r_{\min } \propto Q^{2} \propto \frac{1}{m} \propto \frac{1}{v^{2}}$
