Solution:

$v _{ rms }=\sqrt{\frac{3 RT }{ M }}$
Required ratio $=\sqrt{\frac{ M _{ Ar }}{ M _{ He }}}=\sqrt{\frac{40}{4}}=\sqrt{10}$
$=3.16$
