Voltage range of given milli voltmeter is $V=25\,mV$ .
This milli voltmeter is to be converted into an ammeter of range $25A$ ,
So $I=25A$ .
If the required shunt is $R$ then we can use ohm's law $V=IR$ .
Hence $R=\frac{V}{I}$
$\Rightarrow R=\frac{25 mV}{25 A}$
$\Rightarrow V=\frac{25 \times 10^{- 3}}{25}=10^{- 3}=0.001\,ohm$
