Solution:

For $C_{3}$ plants, $C O_{2}$ fixation is carried out by enzyme RUBISCO which is highly sensitive to $C O_{2}$ concentration. Increases in $C O_{2}$ concentration increases the rate of photosynthesis and decreases in $C O_{2}$ concentration decreases the rate of photosynthesis.
