$M'=\frac{2 M \sin (\theta / 2)}{\theta}=\frac{2 M \sin (\pi / 6)}{\theta / 3}$
$=\frac{2 M \times \frac{1}{2}}{\pi / 3}=\frac{3 M}{\pi}$
