When the wire is bent in the form of a semicircle of radius $r$, then
$L =\pi r =3.14 r$
$r=\frac{L}{3.14}=\frac{31.4}{3.14}=10 cm$
Distance between the two ends of wire
$2 r=20 cm =0.2 m$
$M=m \times 2 r=0.2 \times 0.2$
$M =0.04 Am ^{2}$
