Solution:

Two equal and opposite, parallel force not acting along the same line form a couple. A couple produces only rotation.
Couple can only be balanced by an equal and opposite couple. In the given figure AB is a bar fixed at 0. At ends A and B two equal and opposite forces are applied, these forces (F) cannot produce the translational motion as their sum is zero. But they have turning effects in direction and hence form a couple which rotate the bar.
