Ratio of the masses of equal volumes of two gases under similar conditions is the same as the ratio of their molecular masses
Thus, $\frac{M_{\left(G\right)}}{M_{\left(N_2\right)}}=\frac{0.44}{0.28}$
$\therefore M_{\left(G\right)}=\frac{0.44}{0.28}\times28$
$=44$
