Solution:

The instantaneous velocity is the slope of the tangent to the $x-t$ graph at that instant of time.

At $t=t_{1}$, the tangent is parallel to time axis as shown above and hence, its slope is zero. Thus, instantaneous velocity at $t=t_{1}$ is zero.
