Solution:

$R _{ v } =\sqrt{ V _{ E }^{2}+ V _{ s }^{2}+2 V _{ E } V _{ s } \cos 90^{\circ}}$
$=\sqrt{(20)^{2}+(30)^{2}} $
$=\sqrt{400+900}$
$=\sqrt{1300}$
$=36.05 km / hr$
