Solution:

As $500\, g$ of toothpaste $\equiv 0.2\, g$ of $F^{-}$
So $10^{6} g$ of toothpaste $\equiv \frac{0.2\, g \times 10^{6} g }{500\, g } F ^{-}$
$=400\, g\, F ^{-}$
Hence, concentration in ppm is $400$.
