$\frac{p^{\circ} -p_{s}}{p^{\circ}} =\frac{w_{2} M_{1}}{w_{1}M_{2}}$
$ 0.1= \frac{4 \times18}{36\times M_{2}}$
$ M_{2} = \frac{4\times 18}{36\times 0.1} =20$
