Volume of solution $=0.1 \,$ Litre
Normality of $NaOH \,$ solution $=\frac{\text{Equivalent of } NaOH}{\text{Volume in litre}}$
$N = \frac{\frac{4}{40}}{0.1} = 1 \, N$
