Solution:

Normality is defined as number of equivalents of a substance present in $1 \,L$ of solution
$ N = \frac{\text{gram equivalents of solute}}{\text{volume}(L)}$
$ = \frac{\text{mass of solute} (g)}{\text{equivalent mass of solute } \times \text{vol}.(L)}$
$N = \frac{4}{40} \times \frac{1}{0.1} = 1\,N$
