For $HCl , M=N=0.1$

$N_{1} V_{1}+N_{2} V_{2} ; 25 \times N_{1}=0.1 \times 35$

$N_{1}=\frac{0.1 \times 35}{25}$ ;

$ \therefore M=\frac{0.1 \times 35}{25 \times 2}=0.07$
