mass of $Cl =\frac{35.5}{143.5} \times 0.4 \,g$
mass $\%$ of $Cl$ in the organic compound
$=\frac{35.5 \times 0.4}{143.5 \times 0.25} \times 100 $
$=39.58 \%$
