$1M{H}_{2}S{O}_4$ means $1$ mole $H_{2}S{O}_4$ in $1000cc$ of solution where as, $1m{H}_{2}S{O}_4$ means $1$ mole $H_{2}S{O}_4$ in $1000g$ of water
Total volume of $1m$ solution will be greater than $1000cc$ due to extra mole of $H_{2}S{O}_4$. Hence, number of moles per $1000cc$ will be less than $1$ mole. Thus, $1M$ is less concentrated than $1m$.
