Natality means the number of births per 1000 in a particular area for a particular time and mortality is the number of deaths per 1000 in a particular area for a particular time. In short, natality is birth rate and mortality is death rate.
If the natality and mortality remains the same then the population is neither growing nor reducing and it remains stable.
Declining population is the one where the old individuals outnumber young individuals and having more of death rate than birth rate.
Growing population is where the birth rate is higher than death rate.
