So,
$\frac{{\varphi }_1}{{\varphi }_2}=\frac{q_1}{{\epsilon }_0}\times \frac{{\epsilon }_0}{q_2}$
$=\frac{q_1}{q_2}$
$\frac{{\varphi }_1}{{\varphi }_2}=\frac{q}{q}=1$
