The magnetic field at the centre of a circular coil is
$B_{centre}=\frac{{\mu }_{0}i\times n}{2r}$
Where $2\pi r=l=$ length of wire and n is number of turns. It is given that $2\pi r_1=l=3\left(2\pi r_2\right)\Rightarrow r_2=\frac{r_1}{3}$
So $B_1$ at centre $=\frac{{\mu }_{0}i\times 1}{2r_1}$
$B_2$ at centre $=\frac{{\mu }_{0}i\times 3}{2r_2}$
So $\frac{B_2}{B_1}=\frac{3}{2r_2}\times \frac{2r_1}{1}=3\frac{r_1}{r_2}=3\frac{r_1}{\frac{r_1}{3}}=9$
