For fundamental frequency of vibration of air column
$l=\frac{\lambda }{2}\Rightarrow \lambda =2l$
Frequency, $f=\frac{v}{\lambda }$
$f=\frac{v}{2l}\dots (i)$
When tube is placed inside water with half length immersed in water then
$\frac{l}{2}=\frac{{\lambda }^{\prime }}{4}$
${\lambda }^{\prime }=2I$

Frequency, $f^{\prime }=\frac{v}{{\lambda }^{\prime }}=\frac{v}{2l}\dots (ii)$
From Eqs. (i) and (ii), we get
$f^{\prime }=f$
